They can be different lengths. I thought about having 4-legged length forearms, but in the sketches that looked like it'd be dreadfully awkward for normal biped walking. See the slide/hydraulic looking bits on the arms? The outside around that shifts down a few inches and locks.
It's only an adjustment of a few inches, so it's not like there's any major structural issues. The quadruped walk is very light on the forearms, and the back shifts to accompany (...hmm, trying for a visual here ... think a cat+iguanadon kind of gait?)
